A Waive oral reading and approve minutes from the Council's March 3 and 16, 2004 meetings

B Receive and file vendor warrants numbered 57173 through 57303 totaling $480,552.83 (includes $92,419.06 in payroll warrants)

C Approve Resolution No. 04-3738, Opposing the proposed amendment of the Brown Act to prohibit public bodies from meeting in closed session to discuss real property negotiations or discuss anticipated litigation with legal counsel

D Receive and file Planning Commission minutes (February 10, March 9 and 23, 2004)

E Receive and file Airport Commission minutes (March 24 and 30, 2004)

A General Plan Amendment and Re-zone to R-4 PD at northeast corner of Skyline and Numa Roads:

1 Public Hearing: Receive staff report to consider appeal, solicit and consider public testimony, close or continue public hearing to date specific







2 Action:

a Grant the appeal and adopt Resolution No. 04-3739, Approving GPA from Duplex-Triplex to Multiple Family Residential with findings as presented and waive first reading and introduce Ordinance No. 04-0906, Amending the Zoning Map for APN 101-271-11 from R-3 to R-4 PD, accepting the focused EIR for Skyline Terrace Subdivision Map with de minimis findings

or

b Deny the appeal per the criteria in the Susanville General Plan 1990-2010, pages 17-18) that support a recommendation of denial and adopt a resolution supporting such; and make findings per the criteria in Section 17.112.060 of the Susanville Zoning Ordinance that support a recommendation of denial, and adopt a resolution supporting such
